I am the President at MSI, Coffey’s America’s operation, and help to steer the America’s focus on research, monitoring and evaluation. I also oversee MSI’s work in economic growth, education, environment and natural resource management and public sector management. My responsibilities extend to the overall technical direction of strategic planning, performance measurement, organizational assessment and development, and monitoring, evaluation and research. I have more than 30 years of experience in the design and application of results-based planning and management systems. These systems facilitate evidence-based decision-making and support improved achievement at the project, program and institutional levels.
I have helped design and install organizational results-based management systems for the U.S. Agency for International Development, the International Labor Organization, the World Food Programme, the U.S State Department, the U.S. Department of Agriculture, the U.S. Department of Labor, as well as a broad spectrum of other organizations within and outside the U.S. Government. I’ve worked in Latin America, Africa, Eastern Europe, Southeast Asia, the Near East and the Balkans. My recent work in performance-based management has focused on incorporating innovative methods and tools for data collection, data analysis and utilization, as well as integrating a range of related planning and management tools and concepts.
I enjoy partnering with clients to better understand their problems and to offer practical, effective and sustainable solutions to those problems. Helping to build management systems that work well, lead to better informed decisions, and in turn drive improved organizational performance is a great way to match my interests with client needs.
