Coffey’s specialist health knowledge, coupled with strong project controls and governance, allowed the project to be delivered whilst still maintaining probity and transparency as is expected of any public asset. 

Situation

New emergency, endoscopy and palliative care unit facilities were to be developed within the existing operational hospital.

A master plan/design solution was required that would utilise the existing available site, maintain linkages to the existing hospital and would also maintain the natural bush setting of the hospital grounds. Our team had to manage this process taking into account health services demands, demographics and government health policy.

The project design team was a mixture of Queensland Government internal design consultants as well as private firms. We successfully brought on board design consultants and provided governance and control across multiple stakeholder groups to ensure seamless project knowledge transfer.

Solution

We managed the design and construction process ultimately delivering the project on time and within budget. This was challenging due to the contracts long duration and multiple project parties that came and went during the process (our staff included). Discipline and rigour around record keeping, reporting and close out of action items ensured that project history and strategic direction was maintained.

Both high level and detailed programming to affect strong project controls over all phases of the project was also required.

Our team provided skillful stakeholder engagement and management throughout the various planning, design and delivery phases to reconcile a range of needs, requirements, options and opinions that drive a significant proportion of the risk to the project.

Diligent communication and organisation were required to ensure all correspondence was channelled to the correct stakeholder, then followed up so clear and unambiguous responses were provided. As a result, all stakeholders were kept aware of the developments and decisions on site.

Result

The QEII Hospital upgrade was a high profile public hospital upgrade. The project was delivered on time and within budget.

Our team’s specialist health knowledge and rigorous programming and documentation control ensured that all stakeholders were kept reliably informed, and critical items were closed out in a timely manner. This reduced the overall project risk to Queensland Health, and resulted in a world class health facility being developed.
