In September 2008, Coffey Environments (CE) was retained by the Los Angeles Unified School District (LAUSD) to implement the remedial action plan for a proposed 2.5-hectare elementary school site that would provide 950 much-needed seats in a commercial/residential area just south of downtown Los Angeles, California, USA.

The site had been rigorously screened and evaluated through a process that included Phase I and II site assessments, a preliminary endangerment assessment (PEA), a remedial action plan (RAP) and remedial design. Chemicals of concern at the site included tetrachloroethene (PCE) and trichloroethene (TCE) from an on-site source. Volatile organic compounds (VOCs) were detected only in soil gas, and not in soil samples.
