Components of SNS

The Provincial Performance Improvement Initiative (PPII) will be expanded, encouraging initiatives which improve service delivery at both provincial and local government levels. The major strategies in PPII are:

• expanded provision of incentive-based support to Provinces that demonstrate a willingness and commitment to reform  
• expansion of the 3 Phase approach to support – Phase 1 focuses on improving internal provincial systems; phase 2 focuses on service delivery; Phase 3 focuses on improving internal revenue  
• coordination of National Agencies including strengthening of the Provincial & Local Level Services Monitoring Authority  
• review of Inter-Government financing arrangements  
• review of the Organic Law on Provincial and Local Level Government 
• other initiatives as agreed by GoPNG and GoA. 

Special Case Provinces and Bougainville will also be a major focus for SNS, with targeted engagement.

Informing AusAID Program

In addition to supporting agreed initiatives, SNS will also provide a process for informing AusAID in respect to:

• AusAID sectoral programs  
• Whole of Government engagement in Australia  
• Engagement with other GoPNG programs  
• Engagement with other donors 

This will allow AusAID to achieve greater effectiveness in current and future programs and contributing to aligning AusAID's ongoing programs in PNG so that they are more responsive to service delivery challenges at the Sub-National level.
